This means that your Stripe merchant account is not fully activated. Stripe may require some additional information from you.
To resolve this, log in to your stripe.com dashboard (dashboard.stripe.com). Check to see if there is a Activate Account link on the top left. Follow this link to complete your setup.
If there is not an activation link, please contact Stripe (via Phone, Chat, or Email) at https://support.stripe.com/contact. They will help you activate your account quickly.
